- Aarni Koskela added a new setting allow Wagtail's initial data to be switched off for new projects (#2112)
- Matt Westcott implemented 'permission policies', a new modular approach to permission handling in the admin (#2102)

- Matt Westcott rewrote the "Group Page Permissions" to use checkboxes instead of dropdowns (#2126)
- Karl Hobley improved configurability of the "wagtailembeds" module (#2127)
- Karl Hobley removed the dependency on django-compressor (#2132)
- Will Giddens implemented support for OpenCV 3 in Willow (Willow #33)
